Mark Chambers, Woodrow Falls, Jr., M.H., Phillip K., Gerald Scott, Mary T., and The Independent Living Resource Center of San Francisco, et. al. vs. City and County of San Francisco.
In October 2006, six residents of Laguna Honda Hospital, joined by the Independent Living Resource Center (ILRCSF) in San Francisco, filed a class-action lawsuit in federal court to challenge San Francisco's discriminatory actions resulting in their unnecessary confinement at Laguna Honda Hospital, a more than 1,000- bed nursing facility owned and operated by the City. In November 2007, the parties announced a preliminary settlement which will result in improved coordination of care and greatly increased housing options and other services.
On September 18, 2008, Judge William Alsup of the US District Court for the Northern District of California approved the settlement agreement in the civil rights class action filed to prevent unnecessary institutionalization of people with disabilities at Laguna Honda Hospital in San Francisco, Chambers et al. v. City and County of San Francisco. The settlement will greatly increase community-based housing and service options in San Francisco as well as improve coordination of care.
